Mapping an area with a second mesh?

I warped mesh 1 with my template JPEG, what do I need to do to take the green area and map it physically above the ramp, I tried adding a 2nd mesh, reducing the FFD raster size to fit that area and moved the mesh so the upper left raster was enclosed in the FFD box. When I exported the .x file it didn't work at all like I expected. How do I do this the correct way? Thanks.

UPDATE: Just a case of RTFM. My syntax error was adding a mesh to a single mesh project rather than starting the project with 2 meshes from the file menu.
