PB Menu 6.4.1 No Network Connection

Hello All,
I’m having an issue getting PB Menu 6.4.1 to properly work on a system. After a clean Windows install, PB Menu installs without any issues, starts like normal, but it cannot detect the network connection. If I go to Windows Settings I can see the network adapter with assigned IP address 2.0.0.23, subnet 255.0.0.0. In the Menu Network Settings window I can see the correct ethernet adapter, and when I select it I can see the IP/Subnet assigned in the Windows settings, but below it says “Lan1: No IP Available, Lan2: No IP Available.”
I can ping the system on the assigned IP address, I can VNC remote into the system from other systems running PB Menu (the status shows as “Offline”), and I can VNC remote into the system from a third-party VNC client.
Pandoras Box 6.5.1 and 6.4.2 both run just fine, they start and have no issues connecting to a manager system and playing back content.
The system has two ethernet adapters, I have tried both with the same IP/Subnet config with no success. The Windows’ Firewall is turned off.
It’s a bit of an older system, but the specs are:
Windows 10 Pro version 20H2, build 19042.685
Intel i7-260 3.4GHz
8GB ram
NVIDIA GeForce GTX 550 Ti
Pandoras Box 6.5.1, PB Menu 6.4.1
Anybody have any ideas on where to go next with this?
