custom html header

i thought it would be a simple thing...
i'm creating a couple of pages in wd that should/can be called from multiple devices (iphone, ipad, normal desktop pc, etc...)
is there any way that all of those devices always (when connecting the first time) scale the whole page to fullscreen?
currently,
for example when opening the page on an iphone,
i only see the top left part in original scale of the page (1920x1080)...
