Add to play cue from WD to PB

So I'm working on a project right now where we are doing a lot of jumping from a video to answer a question to a waiting screen and we are using keys and a text to number to serial input software to assign certain numbers to certain questions. At the current moment, the video is jumping from the waiting screen to the answer screen as soon as the number is registered in WD.
I initially thought about adding WDWait but because there is no way to tell when the question will be asked or recognized by the other software I was wondering if there is a way to cue up a GoToCue command to where it will wait for the duration of the waiting screen to end before making the jump?
I also was wondering, they are wanting to make it so that after 3 questions are asked we play a last question video and was wondering if there is an easy way to count COM inputs?
