Site Values Not Active

For this show file I have 1-Virtual site and 1-Server site.
I was programming today and I'm not sure what happened, but on the Server site whenever I changed a value it didn't change to Red and go "Active". Is there a setting somewhere I could have changed that disabled this site from being able to have values go active?
