In W7 UAC to be disabled?

To deactivate UAC startup programs Pandora must perform certain tasks in Task Scheduler.

these steps:

I have create a folder with name Pandora on
Library Scheduler\Microsoft\Windows\Pandora

- In the right column click on Edit Actions Tasks, and then set as follows:
• General Tab: Name the task (PBManager), select "Run only if the user is connected," "Run with highest privileges" (if the application needs to run with administrator rights), Configure Windows Vista or Windows Server 2008 "
• Card Activation: leave blank
• Card "Actions": "New", "Operation -> Startup Programs", "computer program or script -> select the program executable to start"
• Card "Conditions" means all disabled
• Settings tab: you put the checkmark on "Allow task on demand"
- Create on the desktop or a location of your choice, the link will open the program you are interested in without requests from the UAC, as the path by inserting the following:

can you not just disable UAC?
