Error 31

OK, another update...

I have taken this card and put it in 2 other machines, the first one didn't work... same error... then the second one for some reason did. I'm trying to figure out the difference between the two.

Anyways... now that I'm not getting that error any more, I can add a capture panel in WD, but I am having a strange problem.
In WD it looks like this:

In PB however, without changing any settings... it looks fine.. like this:
